Censo 2007: La reinvención del pasado (4-I-10)

“El censo ha sido definitivamente una estafa, pues no se ha hecho como siempre se hace: en el mismo momento y en todo el Perú”.

“Se están proyectando las cifras de ese muestreo y esto trae como consecuencia que haya distritos que no han crecido en población durante 12 años (desde 1993, cuando se hizo el anterior censo)”.

“Esto exige tomar decisiones muy claras para comenzar de nuevo y hacer un verdadero censo, sin el cual no se puede distribuir con claridad los recursos ni vamos a saber exactamente cuántos somos y en qué condición vivimos”.

El día de hoy, en Estados Unidos ha empezado la difusión de su censo de población, el cual tiene un cuestionario conceptualmente similar al aplicado en el Perú en el año 2005. En el caso de EE.UU. tiene 10_preguntas, y en el caso peruano tuvo 17 preguntas, que esencialmente buscan medir con precisión la cantidad de personas que habitan el país en cada hogar, y sus características demográficas, esto es edad y sexo.

 

Las otras preguntas convencionales en un censo relativas a las características de la vivienda, la fecundidad femenina, y las características socio-económicas de las personas no son preguntadas cada diez años, sino permanentemente los doce meses del año. En el caso de EE.UU. la muestra anual es de 3% de los hogares y en el caso de Perú la muestra fue de 5% de los hogares.

 

La principal ventaja de un acopio continuo de información es permitir el monitoreo continuo de pasadas intervenciones estatales, así como focalizar las futuras acciones; ya que tener información departamental, provincial y distrital cada diez años implica focalizar con información obsoleta, y monitorear responsabilidades difusas.

 

Por ello en el caso peruano, con la metodología del censo continuo que el Perú y EE.UU. empezaron juntos en 2005, se tendría información mensual por departamento, anual por provincia, y quinquenal por distrito. Lo cual es ciertamente mas eficiente que tener información decenal para departamento, provincia y distrito, pero justamente fue esta la razón que explica porque el Presidente engaño al país cuando dijo que el censo 2005 había sido hecho por muestreo, porque el censo continuo permite monitorear las promesas electorales de todo gobierno.

 

De otro lado, el INEI de manera artera ha ocultado los resultados del censo 2005 para que no se puedan comparar con los resultados del censo 2007, cuando desde la página principal del INEI se presiona la opción “Resultados Censales”, sólo aparecen las bases de datos para los censos octavo, noveno y undécimo correspondientes a los años 1981, 1993 y 2007, pero no aparece la base de datos correspondiente al décimo censo efectuado en 2005. Y la razón es sencilla, el Presidente mintió el 27 de Noviembre de 2006.

These graphs show –for a naked eye- a similar cycle over time, besides differences on timing and amplitude, there is a similar number of boom and boost processes. A first question to analyze is the existence of cointegration between those series, and if the answer is affirmative to evaluate the dependency of some from one.

 

Cointegration concept comes from econometrics and it is related to time series which evolve over time in a similar pattern, cointegration does not imply causality between the variables analyzed, it implies a similar concept of parallel lines in geometry.

 

On the other side dependency theory in economics, implies the existence of a center and a periphery, equivalent to solar system in astronomy, the planets does not have exact orbits, but they are not comets drifting on the outer space. The dependency concept tells of an economy that is the center for periphery economies, which essentially are tied up to the evolution of the center.

 

This note founds that Chile and Peru manufacturing sector are periphery economic activities to the USA industrial sector on the long run, obviously in the short run a periphery sector may drift away, but sooner or later return to its orbit. A simulation is run from August 2006 up to December 2008, when Peru has a new presidential tenure in July 28th 2006, which shows a Peru industrial sector drifting-up, and then a forecast is made to evaluate how much economic contraction will face Peru to be back on track.

 

The monthly series are taken from International Monetary Fund’s International Financial Statistics Compact Disk disseminated March 2009. Only series from Chile and Peru are chosen from South America due lack of availability for other countries, only USA series will be taken from 24 advanced economies (IMF lingo), as center country. The series start in January 1979 because Peru is the constraint, until December 2008 because is most recent available data from USA. A first step is taking logarithm of each series, then to evaluate the existence of unit root for each one, which is accepted. A cointegration test between Chile, Peru and USA is rejected with zero lags, but a loop from 1 to 60 lags is run to find 12 lags (a calendar year) as appropriate to accept cointegration between the analyzed variables. The evaluation is constraint until July 2006, since Peru has a new presidential tenure since August 2006.

 

Two approaches were tried to model the dependency of Peru and Chile to USA. The unsuccessful one was an Error Correction Model (ECM) which shows a strong equilibrium relationship between Peru and Chile, but the equilibrium error component was nil for Chile equation and strong for Peru; but in any circumstance was possible to reject a null hypothesis for USA inclusion in the equilibrium relationship or in the equilibrium error.

 

The second and successful approach was a Vector Autoregressive (VAR) model with USA as exogenous component. The lag period was 12, since this length was found as adequate on the cointegration analysis described above. The computer code in RATS is here, and the output results are here.

 

The first null hypothesis tested for no relation between Chile and Peru is rejected for each equation and therefore the naked eye observation was correct. A second set of null hypothesis for each USA coefficient being zero in both equations is carried out, to find them rejected and to conclude that USA industrial sector has influence on Chile and Peru manufacturing sector, in the impact multipliers. A third set of null hypothesis for equilibrium multipliers of USA being zero is carried out, to find them accepted; this unexpected outcome is interpreted as neutrality on the long run of the level of USA industrial activity for Chile and Peru manufacturing sectors, only if USA variable become constant which never have been observed. A fourth set of null hypothesis for equilibrium unitary elasticity between Chile and Peru is carried out, to find them rejected; this outcome allows concluding that USA individual shocks in Chile and Peru become permanent for the level of manufacturing activity.

 

Those four sets of null hypothesis are re-run with a Seemly Unrelated Regression (SUR) model with similar specification in order to evaluate cross equation restrictions. The previous four null hypotheses are evaluated and similar conclusions are obtained. The fifth null hypothesis of USA impact coefficients with similar values vis-à-vis for Chile and Peru is carried out, to find them rejected; this outcome allows concluding differentiated short run impact between Chile and Peru, nevertheless for both countries the equilibrium multiplier for USA is zero. Finally, a sixth null hypothesis for null intercept in Chile and Peru is carried out and accepted; this outcome allows to conclude that long run average level of manufacturing in Chile and Peru is the long run multiplier of Peru and Chile –respectively- multiply by the average level of industrial activity in USA.

 

The third and sixth null hypotheses are imposed in a new estimation on the SUR model in order to produce a forecast outside the boundaries of the estimation, which are January 1979 and July 2006. The forecast values are plotted in graphs for Chile and Peru showing an interesting feature which differentiates Chile and Peru; while Chile forecast values are close to observed values, Peru forecast values are systematically below observed values.

 

A first econometric conclusion is the existence of cointegration between Chile, Peru, and USA. A second econometric conclusion is the dependency of Chile and Peru with USA which is coherent with the economic dependency theory. A third conclusion is Chile manufacturing sector is on track, and its contraction will mirror USA industrial contraction. A fourth conclusion is Peru manufacturing sector is off track, and its contraction will be more than proportional to USA industrial contraction.

In July 2007, I did a series of graphs with quarterly data that I copy below with IFS compact disk from International Monetary Fund, in order to find how syncronizated was Peru and the countries around it with the industrialized countries.

The spreadsheet is here, the tab called “Data” contains all numbers for the graph, and the numbers above the red line are taken from IMF compact disk with no modification, column F contains IMF codes for each variable.

Besides obvious lags, the syncronization is evident and only differences are due to national policies of how to face boom and bust cycles. The most pathetic example is Peru with Garcia’s first term where the policy was against the tide, and economic failure established a regional record.

In the graphs for Colombia and Chile, for early 90s there is breakdown in the relation between both countries and the Advanced Economies, an explanation for this could be find in graph below that shows a similar gap between USA and the Advanced Economies. Therefore Colombia and Chile are more in sync with USA than with the Advanced Economies.

Finally, in Peru graph is possible to see how Garcia in his first term (1985-1990) had two all time records, one for maximum manufacturing production with a peak of 8% in the beginning of his tenure and other for minimum manufacturing production with a trough of -10% at the end of his tenure.

And now again, Garcia likes to sail against the tide and for sure as before Peru will sink at unthinkable degree, due to Garcia manic need to negate external reality.

El jefe del Instituto Nacional de Estadística e Informática (INEI), Farid Matuk, señaló que las críticas emitidas por representantes apristas en relación con la metodología que se utiliza para el cálculo de la pobreza, reflejan la intención malévola de destruir el sistema de monitoreo de la pobreza que se desarrolla al presente.

 En conferencia de prensa realizada, Matuk señaló que el trasfondo en los cuestionamientos es impedir que se informe, junto con los resultados de éxito de la economía, los números de la terrible realidad social que atraviesa el país.

Dijo que la información trimestral que produce el INEI sobre la incidencia de la pobreza a nivel nacional desde el presente año, ha sido el tema que originó la serie de ataques personales lanzados tanto por el ex Ministro de Economía, Luis Alva Castro, como por el encargado de la Comisión de Transferencia del APRA y ex presidente del Banco de la Nación, Milton Guerrero.

En una entrevista televisiva propalada anoche, Guerrero admitió que desconoce el tema estadístico pero, dijo, tiene amigos y asesores que sí saben.

Matuk advirtió que “se trata de impedir que el Perú siga contando con información detallada, es decir, trimestral a nivel nacional y anual a nivel de provincia, de cómo viven los peruanos, y retroceder a circunstancias donde el Estado no medía la condición social”.

Explicó que el Perú cuenta con tres formas de medir el índice de pobreza. El primero se realiza a través de la Línea de Pobreza, que se estima a través del recojo de información sobre el monto mínimo de dinero que necesita una persona para vivir.

La segunda, continuó, corresponde a la medición de la pobreza según la ingesta de calorías (Déficit Calórico) de las personas, para ello se toma como referencia las 2100 calorías que señala la Organización Mundial de la Salud como la cantidad que necesita una persona adulta promedio para vivir. La tercera forma es la que se refiere al número de Necesidades Básicas Insatisfechas (NBI), y es la que recoge información sobre la calidad de vida (vivienda y educación) de las personas.

Si lo que se busca es conocer la evolución de la ingesta de alimentos de la población, es decir, los resultados de pobreza por déficit calórico para ese mismo periodo, se tiene que ésta se ha mantenido constante a nivel nacional, pasando de 33,3% de la población en el 2001 IV-trim. a 33,0% en el 2006 I-trim, explicó

Mientras que la medición según las Necesidades Básicas Insatisfechas, que debido al Censo Continuo (ENCO) se encuentra disponible desde el primer trimestre de este año por departamento, la pobreza por NBI alcanza al 48% de la población.

Farid Matuk señaló además, que según cita el Banco Mundial, el sistema estadístico peruano es el más exhaustivo, completo y detallado de Latinoamérica.

Agregó que la ejecución de los censos continuos, aplicación metodológica que permite recoger información sobre las Necesidades Básicas Insatisfechas (NBI), ha sido reconocida por estadísticos europeos de las Naciones Unidas.

Tras la discusión en Ginebra en el 2005, las mejores oficinas estadísticas del mundo se reunieron en junio del 2006 y aprobaron el documento de “Economic and Social Council” de las Organización de las Naciones Unidas (ONU), que incluye los censos continuos entre las seis alternativas metodológicas que utilizan los países para realizar una operación censal. El Perú desarrolla junto con EE.UU. este diseño.

Sobre la auditoría solicitada por representantes del APRA para revisar el cálculo de la pobreza, señaló que no le preocupa pues una evaluación mucho más exhaustiva y rigurosa ha sido el trabajar de manera permanente con la cooperación técnica internacional y ser respaldados por su experiencia.

De otro lado, dijo que de haberse utilizado la misma metodología que aplicó su antecesor, Félix Murillo, jefe del INEI entre el 10 de mayo de 1989 (gobierno aprista) y el 15 de diciembre de 2000 (gobierno de transición), la pobreza se habría reducido en 20 puntos porcentuales entre 1993 y el 2005, lo que significaría que solo el 34% de la población se encontraría en pobreza. “Resultado que no es aceptable”, dijo.

¿ Lento INEI ?
Quienes creen que el INEI es una tortuga en la entrega de
información, debieran pensar que es una liebre luego de ver la
lentitud, o mejor dicho, la rigurosidad del BLS.

Aquí el IPC de Lima se publica el primero de cada mes, por ley.
Quizas alguien tenga antecedentes, de a quién se le ocurrió que un
IPC se puede calcular en antes del cierre del mes. Y los IPC
departamentales sin fecha fija.

A la luz de los estándares del BLS, creo que que el 15 de cada mes
no sería una fecha “lenta” para la entrega del los IPC
departamentales en adición de un IPC nacional (nunca elaborado), que
sería mas representativo del país, ya que Lima contribuye con 30,000
precios y el resto con 40,000.

Espero comentarios.
